Attachment filtering is not working!

We are having an issue with too many attachments being saved to Salesforce. I have spent hours going through our Salesforce backup files and am finding that the "png" attachments - which are email signature images - are beign saved to Salesforce. A LONG time ago we set our system to NOT save "png" files but I can see they are being saved.
How can this be corrected?
