emails still not logging / logging is currently paused for this signup

Emails are no longer logging. I activated the TLS upgrade in Salesforce, and then regranted API access (which I thought might have been the issue based on other questions), and still nothing is logging.

When I clicked on the link in the admin panel that says email logging must be turned on, it takes me to a page that says "Logging is currently paused for this signup. Please contact"

I contacted support, but the automated response says that the email isnt monitored and use the community forum.

I checked my billing and all payments have been made.

Could someone please look into this?
